It is a simple application with a simply UI that prints or electronically sends medical billing information. The UI and application can be web based, stand alone or client server. It can be written in any language windows compatabile, but preferably in the .Net platform in C#, although this is not a requirement. Also, this is not a requirement but my preference is a nearshore to US individual/company in Mexico for example.
